(27) Massachusetts and Connecticut Boundary Agreement of 19l4 (a) Congressional assent was given by the Act of October 3 1914 *' (b) The agreement was ratified by Massachusetts by the Act of March 10* 1908, 138 and by Connecticut by the Act of, June 6, 1913 -39 (28) Minnesota* North Dakota, and South Dakota Agreements of 1917* (a) By the Act of August 8, 1917 140 Congress authorized these States to enter into agreements for the improvement of navigation and the control of floods on their boundary waters and their tributaries.. The Secretary of War was also authorized to make a survey of any project which might be proposed for this purpose by the States. (b) By two Acts passed on April 18, 1921, Minnesota provided for co- operation of this nature with the United States and South and North Dakota * investing the board of direotors of any drainage or flood control district; to enter into contracts with similar agencies of these two States. By the Act of March 13, 1919 ,-^ North Dakota created a Flood Control Commission with authority to cooperate with South Dakota and Minnesota, and the United States in making surveys in preparation for flood control projects. By a Resolution of March 5, 1921 fl-"+3 this authority was extended to include Canada. By the Act of February 24, 1917, sec. 3,144 South Dakota granted her drainage commissioners the same powers* ¦ » (29) Oregon and Washington Agreement of 1915 * (a) By the act of April 8, 1918, 145 Congress gave its assent to the agreement concluded between Washington and Oregon for the protection of fish in the Columbia River. (b) By the Act of February 23, 1915 *^^ Oregon entered into a compact to the effect that no change should be made in the fishing oodes of either" State save by mutual oonsent.
