II UNDER THE ARTICLES OF CONFEDERATION (l) Massachusetts and New York Boundary Controversy of 1784-1786j This arose out of the agreenent signed by the governors of the States in 1773 *-^ Commissioners were appointed by. New York on March 17* 1783 **^ but they failed to reach any agreement acceptable to Massachusetts. Conse- quently the latter State on June 29, 1785* authorized the Continental Con- gress to appoint three commissioners to run the line between the two States. 5 New York in March 7, 1785, also authorized Congress to appoint three com- missioners to run the line. 37 a resolution to this effect was made in the Continental Congress and approved on September 29, 1735 *^ and on December 2, 1785 * three commissioners were appointed.39 New York by the Act of April 28, 1786 ,^° and Massachusetts by the Act of June 27, 1786, 1*1 authorized their commissioners to conclude en agreement.
