Should it at any time be necessary to introduce, modify or any Fundamental Law regulating the [functions of the] Ministries, such change shall be made only with the approval of the Assembly, irre spective of whether the for such action has been declared by the .. abrogate Assembly enunciated or necessity by the responsible Ministers.
