IN obedience to the order of the houfe, we have drawn up the heads of the molt important aggrievances that occur to us, which the people of this province with great difficulty labour under; the many infractions of the confiitution, (in manifel'c violation of the royal grant, the proprietary charter, the laws of this province, and of the laws, ufages, and cufioms of our mother country;) and other matters ; which we apprehend call aloud for redrefs. They are as follow: 9" [The Englifh colony-governments feem to have been confidered as of three forts. Firft, Prwiflrz'al governments; where the condimtion originally depends on the King's commiflion and inflruélions, given to his governors; and the alfemhlies held under that authority, have their [hare in making local ordinances not repugnant to Englirh law. Next, Praprietmy governments; where a dillriét of country is given by the crown to individuals, attended with certain legiflative powers in the nature of a lief; with a provifion for the {overeignty at home, and alfo for the fulfilment ofthe terms and end of the grant. Lafily, C/Jm-ter governments, where the form of government is pre- vioufly prefcribed and made known to the fettlers, being in no degree left fubjeé‘t to a governor's commiflion or proprietor's will. (See Blackflone, Vol. I. Introd. § 4.) --Good faith however to mankind feemed to require, that the conltitutions once begun under the pro- vincial or proprietary governments, {hould remain unaltered (except for improvement,) to the refpeftive fettlers ; equally as in charter governments.
