Show 10 1 renewals, determination of conflicting applications, and joint 2 use of transmission lines under contracts for the sale of 8 electrical energy, shall apply. 4 The Secretary of the Interior shall prescribe and en- 5 force rules and regulations conforming with the requirements 6 of the Federal Water Power Act, m fe* as applicable, 7 together with the rules and regulations of the Federal Povjer 8 Commission thereunder, respecting maintenance of works 9 in condition of repair adequate for their efficient operation, 10 maintenance of a system of accounting, control of rates and 11 service in the absence of State regulation or interstate 12 agreement, valuation for rate-making purposes, transfers of 13 contracts, contracts extending beyond the lease period, 14 expropriation of excessive profits, emergency use by the 15 United States of propertv of lessees, and penalties for enforc- 16 ing regulations made under this Act or penalizing failure 17 to comply with such regulations or with the provisions of 18 this Act. He -shall also conform with other provisions of 19 the Federal Water Power Act and of the rules and regula- 20 turns of the Federal Power Commission which have been 21 devised or which may be hereafter devised for the protection 22 of the investor and consumer. 23 Sec. 7.
