Show 23 1 The Secretary of the Interior shall prescribe and en- 2 force rules and regulations conforming with the rcf/uirc- 3 rnents of the Federal Water Power Act, so far as applicable, 4 respecting maintenance of works in condition of repair ade- 5 (juate for their efficient operation, maintenance of a system of f> accounting, control of rates and service in the absence of Stale 7 regulation or interstate agreement, valuation for rate-malina g purposes, transfers of contracts, contracts extending beyond 9 the lease period, expropriation of excessive profits, cmer- 10 gency use by the United States of property of lessees, and 11 penalties for enforcing regulations made under this Act or 12 penalizing failure to comply with such regulations or with the 18 provisions of this Act 14 Skc. 7. That the Secretary of the Interior may, in his 15 discretion, when repayments to the United States of all 16 money advanced, with interest, shall have been made, 17 transfer the title to said canal and appurtenant structures J J to the districts or other agencies of the United States having 19 a beneficial interest therein in proportion to their respective 20 capital investments under such form of organization as may 21 be acceptable to him. The said districts or other agencies 22 shall have the privilege at any time of utilizing by contract 23 or otherwise such power possibilities as may exist upon 24 said canal, in proportion to their respective contributions 25 or obligations toward the capital cost of said canal and |
