Show 2 t in the Philippines, the Secretary of the Interior is hereby 2 authorized and directed to construct n dam and incidental 8 works in the main stream of the Colorado River at Black 4 Canyon or Boulder Canyon adequate to ercnte a storage 5 reservoir of tv capacity of not less than 20,000,000 acre-feet 6 of water and to acquire by proceedings in eminent domain or 7 otherwise all lands and rights of way necessary for said dam, 8 reservoir, and incidental works; also to construct a main 9 canal and appurtenant structures located entirely within the 10 United States, connecting the Ijaguna Dam or other suit- 11 able diversion works to be located and constructed by the 12 said Secretary, on said river, with the Imperial and Coachclla 18 Valleys in California; also to construct such other canals 14 and structures as may he required for the delivery of water 15 from said reservoir and said river to lands in the States oi 16 Arizona, Nevada, and California, which said Secretary may 17 find practicable oi irrigation and reclamation therefrom and 18 to acquire by proceedings in eminent domain or otherwise all 19 rights of way necessary for such canals and structures: Pro- 20 viihd, hotrttier, That no expenditures for the construction of 21 canals or appurtenant structures authorized hereundcr shall 22 be made until the lands to be irrigated thereby shall have first 23 been legally obligated to repay their proper portions, accord- 24 ing to benefits, as may be determined by the said Secretary, 25 of the total costs thereof, together with expenses of their |
