Show 20 1 be confined in its operation to the clause, sentence, para- 2 graph, or part thereof directly involved in the controversy 3 in which such judgment shall have been 'rendered. 4 Skc\ 218. That in order that fanners and other users 5 of fertilizer may he supplied with fertilizers at a maximum 6 net profit not exceeding 8 per centum annually upon the 7 fair annual cost of production, the lessee shall agree to the 8 creation of a board of not more than nine voting members, 9 chosen as follows: The three leading representative farm 10 organizations, national in fact, namely the American Farm 11 Bureau Federation, the National Orange, the Farmers' 12 Educational and Cooperative Union of America, or their 13 successor or successors (said successor or successors to 14 be determined, in case of controversy, by the Secretary of 15 Agriculture), shall each designate not more than seven 16 candidates for said board in the first instance and thereafter, 17 for succession in office, not more than three candidates. The 18 President shall select for membership on this board not more 19 than seven of these candidates, selected to give representation 20 to each of the above-mentioned organizations, and there shall 21 be two voting members of said board selected by the lessee: 22 Provided, That not more than one shall be selected by the 28 President from the same State: Provided further, That if 24 either or any of said farm organizations or its or their 25 successors by reason of the expiration of its or their charter |
