That in order that fanners and other users 5 of fertilizer may he supplied with fertilizers at a maximum 6 net profit not exceeding 8 per centum annually upon the 7 fair annual cost of production, the lessee shall agree to the 8 creation of a board of not more than nine voting members, 9 chosen as follows: The three leading representative farm 10 organizations, national in fact, namely the American Farm 11 Bureau Federation, the National Orange, the Farmers' 12 Educational and Cooperative Union of America, or their 13 successor or successors (said successor or successors to 14 be determined, in case of controversy, by the Secretary of 15 Agriculture), shall each designate not more than seven 16 candidates for said board in the first instance and thereafter, 17 for succession in office, not more than three candidates.
