Show 19 1 jurisdiction is hereby conferred upon the said commission, 2 upon complaint of any person aggrieved, upon the request 3 of any State concerned, or upon its own initiative, to enforce 4 the provisions of tlus section, to reflate nnd control so much 5 of the services rendered, and of the rates and charges of 8 payment therefor ns constitute interstate or foreign corn- 7 merce and to regulate the issuance of securities by the parties 8 included within this section, and securities issued by th« 9 lessee subject to such regulations shall be allowed only for 10 the bona fide purpose of financing and conducting the 11 business of such lessee. 12 The administration of the provisions of this section, so 13 far as applicable, shall be according to the procedure and 14 practice in fixing and regulating the rates, charges, and 15 practices of railroad companies as provided for in the Act 10 to regulate commerce, approved February 4, 1887, as 17 amended, and that the parties subject to such regulation shah1 IS have the same rights of hearing, defense, and review as 19 saitl companies in such cases. 20 In any valuation hereunder for purposes of rate making 21 no value shall be claimed or allowed for the rights granted 22 by this title or under any lease executed thereunder. 2o Sec. 212. If any clause, sentence, paragraph, or part 24 of this title shall for any reason be adjudged by any couit 25 of competent jurisdiction to be invalid, such judgment shaft |
