Show 22 1 the United States shall always control, manage, and operate 2 the same: Provided, however, That the Secretary of the .3 Interior may, in his discretion, enter into contracts of lease 4 of a unit or units of said plant, with right to generate elec- 5 trical energy, or, alternatively, to enter into contracts of 6 lease for the use of water for the generation of electrical 7 energy, in either of which events the provisions of section 5 8 of this Act relating to revenue, term, renewals, determination 9 of conflicting applications and joint use of transmission lines 10 under contracts for the sale of electrical energy, shall apply. 11 The Secretary of the Interior shall prescribe and enforce 12 rules and regulations conforming with the requirements of 13 the Federal Water Power Act, so far as applicable, respect- 14 ing maintenance of works in condition of repair adequate 15 for their efficient operation, maintenance of a system of ac- 16 counting, control of rates and service in the absence of State 17 regulation or interstate agreement, valuation for rate-making 18 purposes, transfers of contracts, contracts extending beyond 19 the lease period, expropriation of excessive profits, emergenctf 20 use by the United States of property of lessees, and penalties 21 for enforcing regulations made under this Act or penalizing 22 failure to comply with such regulations or with the provi- 23 sions of this Act. 24 Sec. 7.
