Show 2 1 Sec. 2. That, for the purpose of regulating the lower 2 Colorado River and controlling the floods therein, providing 8 storage of water for irrigation, securing the development of 4 electrical power, and providing homes for honorably dis- 5 charged men and women of the United States Army, Navy, 6 and Marine Corps who served therein during the war with 7 Germany, the War with Spain, or in the suppression of the 8 insurrection in the Philippines, the Secretary of the Interior 9 is hereby authorized and empowered to construct a dam 10 and incidental works for the purpose of providing a 11 reservoir at or near Boulder Canyon on said river, adequate 12 for the purposes aforesaid, and to acquire by proceedings 13 in eminent domain or otherwise all lands and rights of way 14 necessary for the said reservoir and incidental works; also 15 to construct a main canal and appurtenant structures located 16 entirely within the United States, connecting the Laguna 17 Dam on said river with the Imperial and CoachcllaValleys, 18 in California, together with, such other canals and structures 19 as may be required for the" distribution and delivery of water 20 from said reservoir and said river to lands in the United 21 States which said Secretary may find practicable of irriga- 22 gation and reclamation therefrom, and to acquire by proceed- 23 ings in eminent domain or otherwise all rights of way neccs- 24 sary for such canals and structures.
