Show 3 1 tively, shall ho removable nt the pleasure of the Secretary 2 making the appointment. 3 The commission shall from time to time make such 4 rules and regulations as may he necessary and advisable to 5 designate and define the duties of the board. 6 The commission is hereby authorized, under such rules 7 and regulations as the President may prescribe, and subject 8 to the approval of the heads of the several executive depart- 9 ments concerned, to bring into coordination and cooperation 10 the engineering, scientific, and constructive services, bureaus, 11 boards, and commissions of the several governmental 12 departments of the United States, and commissions created 13 by Congress that relate to study, development, or control 14 of waterways and water resources and subjects related 15 thereto, or to the development and regulation of interstate 16 and foreign commerce, with a view to uniting such services 17 in investigating, with respect to all watersheds in the United 18 States, questions relating to the development, improvement, 19 regulation, and control of navigation as a part of interstate 20 and foreign commerce, including therein the related ques- 21 tions of irrigation, drainage, forestry, arid and swamp land 22 reclamation, clarification of streams, regulation of flow, 23 control of floods, utilization of water power, prevention of 24 soil erosion and waste, storage and conservation of water 25 for agricultural, industrial, municipal, and domestic uses, |
