Show 2 1 expert in matters relating to waterways and water resources 2 as they affect agricultural, commercial, and industrial 8 development: Provided, That the members of the coninnis- 4 sion herein created appointed by virtue of their official 5 position shall serve as such members only during their 6 incumbency in their respective official positions, and any 7 vacancy on the commission shall be filled in the same manner 8 as the original appointment. Other members appointed by 9 the President shall be removable at his pleasure. 10 That to assist in carrying out the purposes of this Act, 11 the commission may utilize the various agencies of the 12 Government, and to facilitate and expedite such use, and 13 promote cooperation, coordination, and economy in connec- 14 tion therewith, there is hereby created a Water Control 15 Board, hereinafter called the board, consisting of the chair- 16 man of the commission, who shall be the chairman of the 17 board, three assistant secretaries appointed, respectively, by 18 the Secretaries of War, Interior, and Agriculture, one mem- 19 ber who shall be chosen from the active or retired list of 20 the Engineer Corps of the Army, one member who shall 21 be a hydraulic engineer from civil life, and one member who 22 shall be a hydroelectric engineer from civil life.
