3 1 States, and the same shall be segregated and set aside as a 2 special fund for experimentation in the cheapening of 3 fertilizer and for the manufacture, sale, and distribution of 4 fertilizer. 5 That the Secretary of Agriculture, through the Fixed 6 Nitrogen Research Laboratory, is hereby authorized and 7 directed, within the limits of appropriations made by Con- 8 gress from said fund, to construct, maintain, and operate 9 experimental plants anywhere in the United States for the 10 manufacture and distribution of fertilizer or any of the 11 ingredients comprising fertilizer, with a view of manu- 12 facturing the same on a sufficiently large scale to improve 13 and cheapen for the benefit of agriculture, various kinds of 14 fertilizer suitable for the use of farmers in the growing of 16 all kinds of agricultural products. 16 That if the Secretary of Agriculture locates any such 17 fertilizer plant in the vicinity of Muscle Shoals, Alabama, 18 there shall be turned over to him, nitrate plant numbered 1, 19 together with the steam plant connected therewith, and 20 such other buildings, houses, dwellings, and shops there 21 located as may be necessary for the use of the Secretary 22 and his employees in the construction, maintenance, and 23 operation of such plant; and if any such fertilizer plant is 24 thus located or established in the vicinity of Muscle Shoals, 25 nnd the Secretary of Agriculture in the operation of the
