Show 18 1 mission or other authority for such reputation and control: 2 Provided, That the jurisdiction of the commission shall 8 cease and determine as to each specific matter of regula- 4 tion and control prescribed in this section as soon as the 5 State shall have provided a commission or other authority 6 for the regulation and control of that specific matter. 7 Sec. 211. That when said power or any part thereof 8 shall enter into interstate or foreign commerce the rates 9 charged and the service rendered by any such lessee, or 10 by any subsidiary corporation, the stock of which is owned 11 or controlled, directly or indirectly, by such lessee, or by 12 any person, corporation, or association purchasing power 18 from such lessee for sale and distribution or use in public; 14 service shall be reasonable, nondiscriininatory, ami just to 15 the customer; and all unreasonable, discriminatory, and 10 unjust rates of services are hereby prohibited and declared 17 to be unlawful; and whenever any of the States directly 18 concerned lias not provided a commission or other authority ID to enforce the requirements of this section within such 20 States or to regulate and control the amount and character 21 of securities to be issued by any of such parties or such 22 States are unable to agree, through their properly consti- 23 tuted authorities, on the services to be rendered or on the 24 rates or charges of payment therefor, or on the amount or 25 character of securities to be issued by any of said parties, |
