Show 16 1 accrued during the year upon the amounts so advanced and 2 remaining unpaid, except that if the fund is insufficient to 3 meet the payment of interest the Secretary of the Treasury 4 may, in his discretion, defer any part of such payment, and 5 the amount so deferred shall bear interest at the rate of 4 per (5 centum per annum until paid. 7 (e) The Secretary of the Interior shall certify to the 8 Secretary of the Treasury, at the close of each fiscal year, 9 the amount of money in the fund in excess of the amount 10 necessary for construction, operation, and maintenance, and 11 payment of interest. Upon receipt of each such certificate, 12 the Secretary of the Treasury is authorized and directed to 13 charge the fund with the amount so certified as repayment of 14 the advances made under subdivision (b), which amount 15 shall be covered into the Treasury to the credit of misceUa- 16 neous receipts, and shall be available for the purposes 17 specified in subdivision (g). 18 (f) In order to make the advances to the fund, the 19 Secretary of the Treasury may, if he deems it advisable, 20 exercise the authority granted by the various Liberty Bond 21 Acts and the Victory Liberty Loan Act, as amended and 22 supplemented, to issue bonds, notes, and certificates of 23 indebtedness of the United States; and any bonds so issued 24 shall be disregarded in computing the maximum amount of |
