Show S.B. 86 Funding of the Controlled Substances Database Sponsor Sen. John L. Valentine Last Action March 15, 2002 Governor Signed S.B. 86 allows for funding of the controlled substances database through the Commerce Service Fund. The purpose of the database is to contain data regarding every prescription for a controlled substance dispensed in the state to any person other than an inpatient in a licensed health care facility. The data regarding each prescription include such information as the name of the practitioner, the date of the prescription, the name of the person receiving the prescription, the name of the substance, and dosage quantity. The Office of the Legislative Fiscal Analyst finds that the bill would have no state, business, or individual fiscal impact. S.B. 100 Pharmacy Licensing Amendments Sponsor Sen. Peter C. Knudson Last Action March 18, 2002 Governor Signed S.B. 100 modifies the Pharmacy Practices Act. The bill amends the definition of pharmacy to include nutritional counseling. In addition, the bill includes violating a patient's right to privacy as unprofessional conduct. Lastly, the Office of the Legislative Fiscal Analyst finds that the bill would have no state, business, or individual fiscal impact. S.B. 101 Criminal Background Checks for Licensed Providers of Human Services Sponsor Sen. Leonard M. Blackham Last Action March 14, 2002 Senate to Governor S.B. requires that the Department of Human Services and the Human Services Licensing Board conduct a comprehensive review of criminal and court records in connection with convictions found in the search. The act excludes individuals serving on certain governing bodies and boards from the background checks. The Office of the Legislative Fiscal Analyst finds that there is essentially no state, business, or individual fiscal impact. S.B. 109 Licensing of Genetic Counselors Technical Amendments Sponsor Sen. Paula F. Julander Last Action March 14, 2002 Senate to Governor S.B. 109 modifies the Genetic Counselors Licensing Act; the bill amends the qualifications for licensure by permitting a degree equivalent to a masters or doctorate degree as determined by the Division of Occupational and Professional Licensing. S.B. 113 Health Care Workforce Loan Repayment Assistance Sponsor Sen. Peter C. Knudson Last Action March 14, 2002 Senate to Governor S.B. 113 replaces three financial assistance programs - the Physician and Physician Assistants Grant and Scholarship Program, the Nurse Education Financial Assistance Program, and Special Population Health Care Provider Financial Assistance Program - with the new Health Care Workforce Financial Assistance Program. The Department of Health will administer the new program and create a committee to advise the department on the development and modification of rules for the program. H.J.R. 4 Resolution Encouraging Cultural Competency in the Delivery of Health Care Sponsor Rep. Judy Ann Buffmire Last Action March 14, 2002 House to Lieutenant Governor HJ.R. 4 encourages the Utah Department of Health to identify and promote culturally competent health care to Utah's diverse populations.
