Show 4. Support for Public Health Care This indicator is a measurement that is unique to the index and was developed by the United Health Foundation. Total state and local expenditures for public welfare, health, and hospitals are divided by the total general expenditures of state and local units to calculate a percentage. This percentage is then divided by the percentage of population with a household income below $15,000. The percentage of the population with very low income is derived from updated census estimates. This component does not include the role of nongovernment and direct federal expenditures for care of people with low income. The data has been compiled using 1999 data from the Bureau of the Census and The Sourcebook of Zip Code Demographics, CACI Marketing Services. Occupational Safety and Disability This category measures the impact of disability and safety on a population's health and its ability to work. Two components are included: occupational fatalities and limited activity days. 1. Occupational Fatalities Represents the impact of hazardous jobs on the population. Occupational injuries would be a preferred component. However, there is not a uniform reporting system used by all 50 states. Occupational fatalities are measured over a three-year span because of their low incidence rate. Data are derived from the 1997-1999 Census of Fatal Occupational Injuries, Bureau of Labor Statistics. Limited Activity Days Represents the average number of days in the past 30 days that a person could not perform work or household tasks due to physical or mental illness. Data are collected by the Behavioral Risk Factor Surveillance System of the Centers for Disease Control and Prevention (BRFSS) and rely on the accuracy of each respondent' s estimate of the number of limited activity days lost in the past month.
