Show S.B. 33 creates the Access to Health Care and Coverage Task Force, later to be repealed on November 30, 2002. The task force will be comprised of ten members who will make recommendations regarding the improvement of access to primary care for Utah's uninsured population. The task force will make recommendation concerning the design and implementation of the "Covering the Uninsured 2000" grant process. Lastly, the task force will analyze the state's progress in implementing Medicaid waivers and health care access programs. A total of $37,000 will be appropriated from FY 2001-2002 General Fund to fund the task force. The Health and Human Services Interim Committee recommended this bill. Regulation and Strengthening of Health Care Providers H.B. 112 Health Care Malpractice Act Amendments Sponsor Rep. Kevin S. Garn Last Action March 18, 2002 Governor Signed H.B. 112 amends the definition of health care provider and health care facility under the Utah Health Care Malpractice Act. A health care facility refers to general acute hospitals, specialty hospitals, home health agencies, hospices, nursing care facilities, assisted living facilities, birthing centers, ambulatory surgical facilities, small health care facilities, health facilities owned or operated by HMOs, and end stage renal disease facilities. Health care provider refers to any person, partnership, association, corporation, or other institution that renders health care at a health care facility. Lastly, the Office of the Legislative Fiscal Analyst finds that the bill would have no state fiscal impact. However, facilities not included in the definition may experience additional costs. H.B. 181 Allocation of State Hospital Beds Sponsor Rep. Jack A. Seitz Last Action March 14, 2002 House to Governor H.B. 181 amends the number of psychiatric and geriatric beds at the state hospital allocated to local mental health authorities. The act sunsets the reduced number on June 30, 2002 and requires the department to increase the number of beds allocated during FY 2003 as funding permits. The increase of beds is determined by an area's percentage of adult population and by the additional demand in urban areas. Judy Ann Buffmire Last Action March 15, 2002 Governor Signed H.B. 225 makes technical amendments to the definition of mental health therapist in order to coincide with the Mental Health Therapist Licensing Act passed during the 2001 General Session. The Office of the Legislative Fiscal Analyst finds that the bill would have no state, business, or individual fiscal impact. S.B. 50 Utah Medical Practice Act Amendments Sponsor Sen. D. Edgar Allen Last Action March 15, 2002 Governor Signed S.B. 50 considers an individual enrolled in a foreign medical school eligible for licensure in Utah as a physician or surgeon if certain requirements are met. Lastly, the Office of the Legislative Fiscal Analyst finds that the bill would have no state, business, or individual fiscal impact. S.B. 51 Nurse Practice Act Amendments Sponsor Sen. Paula F. Julander Last Action March 14, 2002 Senate to Governor S.B. 51 repeals the Health Care Assistant Registration Act in order that it is incorporated into the Nurse Practice Act.
