Show Principle #28- Waste Management Local communities need to cooperatively plan for the changing waste management needs of the region including disposal, recycling and reduction of solid waste. Principle #29- Energy Consumption Resource conservation and an appropriate mix of renewable and nonrenewable energy resources should guide future utility expansion decisions. Development of the Action Plan A Draft Regional Action Plan was then prepared by the consultants and was based on the initial Vision and Goals established at the July, 2001 Town Forums. Also considered were the revised Themes and Principles and the Regional Vision Map contained earlier in this chapter. Repeated input received during Task Force, Stakeholder and Steering Committee meetings have also contributed to revisions of this draft action plan. Consisting of more then 200 individual actions, these Vision, Goals and Objectives provide the general framework for continuing and future implementation of the regional land use vision. Due to the magnitude of these tasks, and the overwhelming need for collaboration, "facilitators" have been tentatively identified for each Objective. These facilitators will need to be initially coordinated by the Tri-County Regional Planning Commission, but it is anticipated that they will establish a self sufficient process in implementation. A copy of this Draft Action Plan has been included in the back of this document as Appendix B. This draft document has already received a large amount of public input and extensive review and comment by the Stakeholders and the Steering Committee. However, in spite of the broad representative nature of these groups, not all of the "facilitators" have been involved directly in creating this draft and work to further refine this action plan is anticipated to continue. Accordingly, this draft is included in the Appendices, since refining and finalizing it with input from the Advisory Committees, facilitators, the Commission and general public remains to be completed. As these steps are completed they will represent the next phase of moving towards further implementation as shown in Figure 2-18 and in the Themes and Principles identified earlier in this chapter. Actions/Implementation/Monitoring Adoption/Referral by TCRPC Now that the "Future Vision" and Themes & Principles have been adopted by the TCRPC, they set the framework for future decision making. Although not a regulatory body, the TCRPC does have the discretion to use these adopted documents during their review and aPproval of Federal Aid projects under TEA-21, and during input and recommendation on State of Michigan grants (MDNR, MEDC, MDOT, etc) or other federal grants. When the Action Plan has been finalized and adopted, it will become a strong tool to implement the regional vision, themes and principles. 2-77 |
