The purpose of the Regional Growth project is two-fold: first, to develop a shared vision of future land use and development patterns and second, to establish an action plan to address urban sprawl by guiding public and private investment decisions for the next two decades. These two purposes are sequential, i.e., a shared vision of future land use and development patterns is required before an action plan to address urban sprawl can be developed. This document therefore addresses the former objective, and not the latter one. The development of land use-transportation alternatives is an important step in the development of consensus on a regional land use vision. Different balances of public policy, market forces and public desires can result in alternative land use patterns that strongly contrast one another. The objectives of the land use alternatives analysis phase of the Regional Growth project are to develop: • Different "themes" or balances of policy, market forces and public desires for use as alternative land use-transportation scenarios. • Graphical depictions of these alternatives using a consistent set of underlying assumptions (e.g., zoning, environmental features, etc.). 2-47 |
