Financial Analysis - The past history and future projections of funds that will be available for transportation projects over the next 20 years. Environmental Justice Analysis - A description of the environmental justice analysis that was utilized in developing the plan. Consideration of Planning Factors - A description of how each of the seven TEA-21 planning factors were addressed in the plan. Attainment Designation In FY 1996, technical corrections were made to Michigan air quality non-attainment area designations by the federal Environmental Protection Agency (EPA) in the Federal Register. EPA essentially admitted it erred in designation of the Tri-County region as a non-attainment area. In correcting this area's designation, EPA's redesignation, which has the force of law under the Clean Air Act amendments of 1990, essentially relieved the region from any requirements to conduct air quality conformity analysis on the Regional Transportation Plan or the Transportation Improvement Program. This also had the impact of adjusting TCRPC's long range planning update requirements from every three years to every five years and relieved TCRPC from requirements related to developing air quality maintenance plans. 1-17 |
