Show Early War Department 131 Expedition ( In Ili ) 18571 , the Secretary of War directed Lfi ( Joseph J'osepli Josepli ) C . . Ives to explore the Colorado River . Lt . ( Ives's Ivess ) report is Exhibit 12 . Lieutenant ( "Wheeler Wheeler Wheeler ) , United States ( Topographi Topographi- Topographi ) cal Engineer , conducted an expedition up the ( Colo- Colo ) rado River in 1871 . His report is Exhibit 73 . Lt . Ives and Lt . Wheeler did not agree on the precise point that might be regarded as the head of practical navigation . But the disagreement is ( im- im ) material , for both fixed it as far below Lees Ferry . Stanton survey , 1889-1890 During the period May 25 , 1889 , to March 24 , 1890 , Robert B . Stanton , Chief Engineer of the Denver Colorado Canyon and Pacific ( Eailroad Railroad ) , , , Company , and a member of the American Society of Civil Engineers , made a survey of Green and Colorado Rivers from Green River , ( Utah -Utah Utah ) , to ( Needles Yeedles ) , California , for the purpose of ( determin determin- determin ) ing the feasibility and cost of building a railroad paralleling the ( river through ( the t1ie ) canyon .
