The absence of the EPA, On-Scene Coordinator from the Site shall not be a cause for stoppage or delay of Work. XI. SITE ACCESS AND SAMPLING 46. Respondents shall in no way hinder or impede access by the State, or their authorized representatives to the Sit'e, or any other areas where the Work is conducted. Respondents shall not rohibit such persons from being present on the Site or such other areas at any and all times or from observing any and al.l Work conducted pursuant to this Order.
