The absence of the EPA, On-Scene Coordinator from the Site shall not be a cause for stoppage or delay of Work. XI. SITE ACCESS, AND SAMPLING 46. Respondents shall, in no way hinder or impede access by the State, or their authorized representatives to the Site EPA, or any other areas where the Work is conducted. Respondents shall not rohibit such persons from being present on the Site. or such other areas, at any and all times or from observing any and all, Work conducted pursuant to this Order. Al persons who in under this Order shall be available to and" activity engage shall cooperate with EPA in its oversight of Work under this Order. . . o the extent that access to property other than owned by Respondents 'is required for the proper and property of Work under. this Order, Respondents shall, performance complete ue their best efforts to obtain a written right of access for access to such property within ten (10) days of the effective date of this Order.
