Show Coordinating Council Jim Moss ASUU President As one of the creators of the new Constitution, Jim Moss had the opportunity to lead the first government under this system. In a difficult period of turnover, Jim projected his interest and enthusiasm for student government to fellow students. He advocated an increased base of representation and felt that students must press for certain rights and be ready to accept the responsibility commensurate with those rights. A new constitution was put into effect this year. One of the provisions in it was for a Coordinating Council composed of the ASUU President and Vice-President, the three members of each of the Student Boards, and the Union Board Chairman. The Council had four major programs this year to implement the new constitution. Programs Board helped coordinate efforts to make changes in elections to provide for more representation and student participation. This Board also held workshops for committee chairmen to develop leadership skills. The Finance Board, dealing with the largest fiscal apportionment in the University's history, standardized the budgeting process. Special arrangements for student privileges at the University productions was a major accomplishment of the Finance Board. This year a pilot program was tried out in developing a system of course and faculty evaluation. This study, along with an attempt to develop closer ties with faculty members, was the major effort of the Student Faculty Board. The Organizations Board established an Advisory Cabinet composed of a representative sample of students on the campus. Advisory Cabinet was most effective in establishing communication among organizations; through it a greater knowledge of activities and an appreciation for various student groups was fostered. Student government was steered toward four goals. President Jim Moss outlined the goals as academic involvement, representation, student rights, and student responsibility, in his State of the Campus Address. For the first time the address was delivered in a meeting open to the student body as a whole. The progress and effectiveness of the new Constitution were analyzed and suggestions were given to establish a Programs Bureau and a Service Bureau to take care of present inadequacies in our organization. With one year of experience behind the new constitution, several deficiencies were discovered and remedied to make this system more functional and effective than the traditional one. 46 |
