Such coordination would affect operation of Tennessee Basin projects in adapting them to an enlarged plan. Such coordination also should pro- vide substantial benefits to the basin as well as to the region. Thorough studies are needed to de- termine feasibility and practicability of a combined treatment of the Tennessee, Cumberland, Ohio, and Mississippi Rivers, and of modifications to the Tennessee-Tombigbee Waterway. Planning should continue to take account of the ultimate possibili- ties and needs of the larger region of which the Tennessee is part. Althoughi. most phases of Tennessee Basin de- velopment logically have been accomplished within its watershed area, the effects of certain aspects of development extend beyond the limits of the basin to the region as a whole. Among these are the control and management of stream flow, the inte- gration of navigable waterways, and the marketing of hydroelectric power. Means of providing an efficiently integrated development of the southeast- ern region therefore should be examined. 2. Integration of Tennessee and Cumberland Basin Developments The Problem Need for coordination or integration of Cumber- land River Basin developments with programs in progress in the Tennessee River Basin. The Situation Cumberland and the Tennessee.-The Cumber- land and the Tennessee Basins are adjacent and comprise the southern part of the basin of the Ohio River. The Tennessee and Cumberland Rivers to- gether drain the southern section of the Appala- chian Highlands and the southern part of the Interior Low Plateau. The area drained by both rivers is a complex belt of hill country. These two basins also have had a parallel his- torical, economic, and political development. The early settlement of both occurred during the same period, by the same racial stocks. In many respects 748 |
