Show tion at the authorized Claiborne Dam will require special consideration of facilities to enable them to pass upstream. Long-Range Programs Long-range programs of fish and wildlife propa- gation require cooperation between the Fish and Wildlife Service and the State fish and game agen- cies in protecting and developing proper habitat. This will require cooperation with the Department of Agriculture in its watershed treatment program and with the Corps of Engineers in its dam and reservoir construction program. Forest fire control and reforestation programs will aid in rebuilding the upland game resources. Multiple-Purpose Aspects of the Program The Present Situation The six dams constructed by the Alabama Power Co. on the Coosa and Tallapoosa Rivers were built as single-purpose power projects. However, they provide some benefits incidental to this primary purpose. Martin Dam on the Tallapoosa River impounds enough water to permit seasonal distri- bution of water flow through the power plants on that river. The regulation of water flow down- stream from those plants is beneficial in stabilizing water supply and in diluting wastes during dry periods. In addition, all the power lakes provide recreation opportunities as fishing and recreational boating are permitted in their waters. The Allatoona Dam and Reservoir, operated pri- marily for power and flood control, provides recrea- tional opportunities, and aids in regulating river flow. Three of the five projects authorized for con- struction are multiple-purpose projects. These are Howell Mill Shoals, Jones Bluff, and Millers Ferry Reservoirs, which have been planned for power and navigation. Detailed planning for Howell Mill Shoals Dam now under way includes consideration of the desirability of raising the dam to provide storage for flood control. Claiborne Reservoir and a channel improvement project, both on the lower Alabama River, have been authorized for naviga- tion only. 541 |
