Show New locks and dams are under construction at two locations and locks are being reconstructed at one location, which are estimated to cost 39.2 mil- lion dollars, all Federal. The locks and dams un- der construction will not change the length of the canalized waterway, but they will reduce the num- ber of localities at which these facilities are pro- vided from 137 to 134 and will provide modern facilities to replace obsolete facilities. New locks and dams are authorized at 12 loca- tions, primarily to replace obsolete and deteriorated facilities, a.t a total estimated cost of 310.4 million dollars, of which $104,000 is non-Federal. When completed, these facilities will increase the canal- ized waterway to 3,135 miles and reduce the num- ber of locations at which locks and dams are in service to 120. Annual charges and benefits Review of operating experience on the Ohio, Allegheny, Monongahela, Kanawha, and Cumber- land River navigation systems for the 20-year period 1929 through 1948, indicated average annual charges to have been about 11.3 million dollars and average annual benefits to have been about 30.5 million dollars.
