Show Chapter 6 Elements of a Plan for Full Development The Connecticut Basin is an integral part of a closely knit economic region which comprises New England and adjoining New York. The basin is not a convenient or realistic unit for isolated de- velopment. Planning for the full use of its water resources must therefore in some measure be car- ried out to meet the valley's needs and at the same time satisfy regional needs. Many parts of this region face an uncertain economic future because of basic resource handicaps, which have been in- tensified by the character of past economic develop- ment in the region. A water resources plan for the basin, therefore, should be directed toward certain specific, as well as general objectives. The general objectives include: 1. Creation of widespread benefits for the region through reducing the flood damage, reducing health hazards, increasing recreation opportunities, pro- viding additional electric energy, and stimulating production of food, fibers, and other materials. 2. Integration into national plans for water re- sources development. 3. Contribution toward national defense needs. 4. Economic soundness of program and project. 5. Watershed management program. For the Connecticut Basin, specific objectives in- clude : 1. Careful attention from the earliest stages of planning to the natural advantages New England possesses for further industrial expansion, the handi- caps to such expansion, and the manner in which effective use of the water resources of the basin can overcome these handicaps and thereby stimu- late desirable growth. 2. Careful integration of developments on the Connecticut with water resources programs in other basins of the region. 3. Relation of programs and projects to the needs and potentialities of the dense population in New England and neighboring regions. Ultimate Objectives of Development A number of elements must be included in a sound economic plan for the Connecticut Basin which contributes to defense, improves the economic base of the entire region, creates widespread public bene- fits and opportunities, and which also is part of an integrated national water resources program. Full Development of Hydroelectric Power Full economic development of the potential hy- droelectric power is of prime importance. The Connecticut Basin, like most of the area, now is largely dependent upon steam generation. It could make excellent use of the available water power to carry peak loads. The region lacks fuel resources and though relatively near to sources of solid fuel, must import fuel through congested areas. During critical periods the burden on the transportation system is heavy. Hydroelectric power could give relief, and provide some stability in emergencies- More abundant power will aid in maintaining the employment opportunities of the region, by making possible some reduction of the relatively high power rates of the region. Hydroelectric power to sup- plement fuel-electric or other base-load power pro- duction is a significant resource potential in the basin. The complete plan therefore would include provision of hydroelectric power development wherever economically justified, and in a manner that will assist manufacturing industry in maintain- ing its competitive position by improving the econ- 515 |
