Additionally, these user groups have more influence over the development of water conservation programs than at SLCDPU. This structure, or the way that JVWCD was set up to function, acts as an obstacle to use of economic incentive in which the user pays for greater water use. The internal and external influences expressed by Mohadjer and found in agency literature on JVWCD result in water conservation programs that consist of education and information dissemination. The obstacles to creating economic incentives for JVWCD water users to conserve water exist in many variables that influence the agency. A significant influence is the process that JVWCD uses to distribute water, mainly wholesale marketing. This variable is linked to the main function of JVWCD, and the purpose for which it was originally created for in the 1950' s. Compared with the internal and external influences on the Salt Lake City Department of Public Utilities, Jordan Valley Water Conservation District has a much different set of variables influencing it. The result is much different outcomes from JVWCD and the programs it develops. There are several independent variables that most influence the resulting educational approach to water conservation that JVWCD uses. These include the weight that the development of additional water resources was given in the agency's original mandate. This creates a precedent for the agency attitude that water development is inevitable, and water conservation is a tool in making that process more efficient.
