Show programs is the process that these programs go through before they are considered. This process includes influence from several different interest groups, real- estate agencies, contractors, and developers, whose main goals conflict with water conservation objectives. In this way, JWVCD follows public and political influences, rather than driving them, like SLCDPU claims to. The differences between the SLCDPU and JWVCD demonstrate that the independent variables identified within the analysis have a direct effect on the approach an agency will take in its water conservation program. This approach determines what kind of resulting conservation will occur. In the remaining conclusion, I will discuss the differences of economic and regulatory approaches to water conservation. Additionally I will review the importance of an agency's long- term goals in relation to the effectiveness of its water conservation program. Both of these topics were key distinctions between the water programs and agency's identified within the analysis. Additionally, these topics merit a discussion in relation to their effect on sustainable water use in the American West. Importance of Economic Incentives A major variable that differentiates the approaches of the Salt Lake City Department of Public Utilities and Jordan Valley Water Conservation District are the incentives that they provide for the residents within their area to conserve water.
