The reasons why SLCDPU is able to use economic incentive includes historical precedence. The progressive nature of the SLCDPU's actions in the past, specifically the 1992 " conservation rate" structure, allow economic incentive to be an option when the agency considers water conservation approaches. Additionally, public input, highlighted by the Public Utilities Advisory Council involvement, has generally been favorable of progressive measures concerning water conservation. A substantial reason why SLCDPU developed a water conservation program involving economic incentives and JVWCD did not is because SLCDPU's marketing structure is based on the retail sale of water. This means that SLCDPU sells water to each of their customers individually. This makes regulation of rates for the individual consumer a more viable option. Therefore, SLCDPU's economic incentives are a viable and potentially effective development of its water conservation program in the context of the retail sale of water.
