Show conservation program, and public awareness of water conservation within each community that each agency serves. In this analysis I conclude that the economic incentives provided by the SLCDPU are a result of the greater decision- making ability delegated to the agency's water conservation coordinator, combined with the historical precedence for progressive water conservation methods, and the greater ability of the agency to influence public and political opinion about water conservation. JVWCD's educationally- based water conservation program cannot be as aggressive because of the agency's historical mandate to develop and keep costs low for consumers, as well as the comparatively high level of influence that the agency's community, especially organized interests, has in its development and decision- making process. I argue that the SLCDPU has developed a more effective water conservation program due to these factors, and JWVCD may face problems with water supply in the future due to its less aggressive water conservation program. ii |
