Show 28 priority of water conservation within its primary purposes, and the influence of the community it serves. JVWCD's mandate is to serve the water need of the developing communities of the Salt Lake Valley ( www, j vwcd. orq/ About/ about. htm 1, 11/ 1/ 03). Growth of these communities has been the historical precedent ( Mohadjer, 12/ 8/ 03). This has meant that JVWCD has focused on the development of additional water resources to meet these needs, rather than conservation. Regardless of the necessity of these developments, this precedent has made water development a precedent for future agency actions. Water conservation, therefore, is a relatively new idea, still being established within the agency. Development is the main approach JVWCD has taken toward water shortage in the past. This explains the less aggressive approaches, such as education, that the agency takes in search water conservation programs. Another influence on the type of approach JVWCD takes concerning its water conservation program is the community it serves. This community has influence on the approach through the board of community representatives that evaluates all potential water conservation programs. This community includes many developers and other businesses with a stake in community growth ( Mohadjer, 12/ 8/ 03). For most these actors an increase of cost as a part of a water conservation approach is not in their interests. Therefore, possible water conservation programs tend to be tailored to the interests of this community. The development of economic incentives run counter to many of these interests.
