With the population of Salt Lake City relatively more developed and urbanized, water conservation as a long- term source of water is more logical than the acquisition and development of additional water resources. Water conservation as a tool to stretch water resources is Jordan Valley Water Conservation District's long term goal. This attitude shows that water conservation has a relatively lower priority than water development within JVWCD. A major influence on this attitude is the original purpose for which JVWCD was created. JVWCD was created in 1951 to serve the water needs of the communities developing outside of Salt Lake City. This mandate creates boundaries that the water conservation program must work within. Historically, JVWCD had to develop additional water resources to meet the needs of the communities developing around it. This attitude is still apparent in JVWCD's long- term plans that contain the inevitability of water development ( www, ivwcd. orq/ About/ about. html, 11/ 1/ 03). Additionally, the place of water conservation in JVWCD's priorities contrasts the importance of water conservation as a water source found in SLCDPU's priorities. Water conservation is seen as a tool to augment water development plans. This is apparent in JVWCD's mission statement in which the first two paragraphs highlight the agency's goals to develop new sources of water, maintain positive relationships with customers, and finally to encourage " wise and prudent" use of water. This signifies that water conservation, or " wise and prudent" use of water is important, but it is subordinate to keeping costs |
