Show ABSTRACT Water conservation programs in the Salt Lake Valley have been developed and implemented by the Salt Lake City Department of Public Utilities ( SLCDPU) and Jordan Valley Water Conservation District ( JVWCD). These agencies have distinct approaches to their water conservation approaches. SLCDPU implements a relatively aggressive approach to water conservation that includes economic incentives. JVWCD bases its approach on education. To determine the causes of these differences I conducted informational interviews with the water conservation coordinators from both agencies, reviewed information from agency literature and websites, and performed a review of newspaper articles concerning water conservation in the Salt Lake Valley. I identified influences resulting from two general sources: Internal factors, such as agency structure, mandate, attitude, and history, and external factors, such as the community the agency serves, the political body that the agency is responsible to, as well as regional and technological differences. By comparing the influences on the SLCDPU and JVWCD I determined the factors necessary for an agency to develop an effective water conservation program.
