Show these differences between the SLCDPU and the JVWCD will be explored using these specific dependent variables. The process that an agency uses to identify, develop, and implement water conservation programs in its community is influenced by several distinct factors. This process was markedly different between the Salt Lake Department of Public Utilities and Jordan Valley Water Conservation District. The influences on these processes include the decision- making abilities of Stephanie Duer and Paula Mohadhjer, the water conservation directors for each agency, agency mandate, the history of water conservation within each agency, and the place of each agency within the larger political context. The key difference in influence is that the SLCDPU's main consideration during its development of water conservation programs is the context of Salt Lake City. More specifically, the population and past agency programs act to provide more incentive for water conservation programs to be based on the needs of the population SLCDPU serves. JVWCD's main consideration is the ability of water conservation programs to be acceptable to a variety of constituents, including real- estate agencies, developers, construction, and related businesses, as well as their political representatives. The SLCDPU's process is characterized by a relatively independent coordinator whose main consideration when developing a water conservation program is whether that program will be effective within the context of Salt Lake City.
