Show 18 Jordan Valley Water Conservation District and Salt Lake City Department of Public Utilities are located within the same valley, and both serve a population that, on the residential level, are similar in water needs. However, the agencies have contrasting approaches to implementing water conservation within the communities they serve. Salt Lake City Department of Public Utilities has a water conservation campaign that attempts to address water consumption in a different way than Jordan Valley Water Conservation District. Though both programs include education and regulatory approaches to water conservation, SLCDPU has gone a step further to discourage wasteful water practices by making high water use expensive. Salt Lake Department of Public Utilities has a relatively more aggressive approach to encouraging water conservation compared to Jordan Valley Water Conservation District. In examining the two agencies, two questions are raised: 1. Why was Salt Lake City able to implement relatively intrusive economic incentives, and Jordan Valley uses education and information almost exclusively in their programs? 2. Which approach to water conservation is more effective in developing and implementing their water conservation program? With these questions in mind, I will perform a qualitative analysis on the variables that influence agency policy. |
