Show water to 405,000 people located in Salt Lake City, Sandy City and parts of unincorporated Salt Lake County ( www. slcsaveh2o. com 10/ 21/ 03). Jordan Valley Water Conservation District serves most of unincorporated Salt Lake County and a small part of northern Utah County { Annual Report 2003). Their total water deliveries in 2002 went to twenty- five different cities, improvement districts, and other agencies ( wwwjvwcd. orq/ About/ about. html 11/ 1/ 03). Both of these agencies serve populations that are located relatively close to one another regionally. These populations are under the same general environmental conditions, and face similar challenges when it comes to supplying the amount of water they need. In the Salt Lake Valley, water shortage is an issue the public, as well as the government, has become concerned with in recent years ( Getting Serious, 04/ 07/ 03). Both Salt Lake City Department of Public Utilities and Jordan Valley Water Conservation District began programs addressing water shortage in the late 1990s. What becomes apparent in comparing the two agencies is the different way they approach their water conservation policies. Salt Lake City Department of Public Utilities ( SLCDPU) The Salt Lake City Department of Public Utilities began their water conservation program in 1994 with the adoption of a summer peak rate structure.
