Show 5 The contrast of agencies will reveal the influences on water agencies by both internal and external factors. Theoretical Frame Work Initially for our purposes in analysis, a clarification of water conservation, effectiveness, and other terms will be developed. These will then be used in an analysis of the approaches to water conservation that an agency can take, regulatory, educational, or economic incentive. Finally, the internal and external influences on a water agency will be identified and described. When an agency is constructing a water conservation program, the goal of water conservation needs to be determined in a precise manner. For our analysis, we need to clarify the methods and goals of water conservation in general in order to evaluate the programs of the Salt Lake City Department of Public Utilities and that of Jordan Valley Water Conservation District. To a water providing agency, " water conservation" means that water resources need to be used for the most necessary purpose, in the most efficient manner ( Baumann, 1998, p. 9). For example, using the least amount of water necessary to maintain a landscape, or to perform daily tasks, such as washing and cleaning. This can be done by fixing leaks, installing low- flow appliances, using drought resistant plants for a landscape, etcetera. What conserving water does is reduce the demand side of the market for water. This allows the supply to cover more need for a longer period of time. For our purposes, an agency program that promotes water conservation is one that targets the consumption of water. The program's |
