Duer, when questioned about the future of SLCDPU's program, stated that water conservation is the most favorable, most sustainable option for the future development of Salt Lake City ( 10/ 19/ 03). This idea is echoed in SLCDPU's Master Plan ( 2002). At JVWCD, however, water conservation is seen as a tool to stretch current water supplies until additional sources can be acquired and developed. This perspective on the long- term goals of water conservation was the position taken by Mohadjer and reflected in agency publications, such as the JVWCD Annual Reports from 2002 and 2003. This difference points to several variables that influence SLCDPU and JVWCD, including each agency's mandate and history, the reinforcement of these differences by agency structure, and the priority that water conservation is given in the context of other agency purposes. The variables that influence SLCDPU include its connection and development with Salt Lake City. The Salt Lake City Department of Public Utilities is a department of the city government that has developed with the city. Its mandate is connected to the historical actions and purposes of the agency. Additionally, Salt Lake City is relatively developed compared to the areas that JVWCD serves. The SLCDPU's history of water conservation methods has resulted in a precedent of water conservation approaches based on the existing water supply rather than the development of additional water sources.
