Additionally, the historical attitude in the West concerned with the need for vast amounts of developed water challenges with some of the values of the economic approach to water conservation ( May, 04/ 23/ 03). In comparison with regulation and education, economic incentives have the potential to expedite reductions in water use. The economic nature of the incentive to conserve water is such that the consumer is either rewarded or penalized financially for their efforts to conserve water or not. This approach has a benefit over mandatory regulation because it does not directly limit the public's behavior. A person is still allowed to use water, the only restriction is his or her willingness to pay. This also helps to avoid the enforcement problems with restrictions, and still effect a change in water use. There are factors that influence what kind of incentives, regulation, economic or education, that an agency can use to promote water conserving practices. These influences are at the core of this analysis. By comparing the Salt Lake City Public Utilities and Jordan Valley Water Conservation District, the differences between each water conservation program can be determined. These differences between the water conservation programs are explained by various influences on each agency. These influences then determine the development of each water conservation program and its effectiveness. When looking at influences on an agency, it becomes apparent that there are both internal and external influences that affect the way the agency can use these approaches to encourage water conservation. These are the independent variables that this analysis will focus on identifying and interpreting. The internal |
