Show down for customers, and the development of new water sources. This final distinction between the water conservation programs of JVWCD and SLCDPU reveals several influences on each agency which determine the priority that water conservation is given within the agencies. These include the historical actions and purposes of the agencies, the mandate that each agency can work within, and the community that the agency serves. SLCDPU works with a historical precedence of progressive water conservation in a community that is relatively urbanized and developed. JVWCD was created to locate and develop additional water resources for a growing community. The community interests that it works with as well as the precedents it has set for itself makes water conservation, rather than a future source of water ( SLCDPU), a tool to offset costs, or delay the need for future expensive water development. Analyzing the results of SLCDPU and JVWCD's water conservation programs reveals the effect that the independent variables identified have on the water consumption of their communities. According to each agency's website, both have attained some degree of success in reducing the water consumption of their communities. In terms of the proportion of water by which each district has reduced its water consumption, SLCDPU's service area went down by 18% in its water consumption. JVWCD's water deliveries show a 1% decrease due to water conservation. These percentages are only a part of the story, however. The goals of each agency's programs are different.
