Show 29 not developed economic incentives in their water conservation programs is because of its use of wholesale marketing of water. Although it does have retail connections, most of the water it sells is to communities as a whole, rather than individual connections. According to Mohadjer, this creates more of an incentive to develop a water conservation program with these community interests in mind ( 12/ 8/ 04). If a program raises the costs of water, it is not likely to make it through JVWCD's board of community representatives or be implemented within their service area. The most significant influence that explains the differences between SLCDPU and JVWCD approaches to water conservation is that while SLCDPU can lead the public in a water conservation program, JVWCD must concede to organizational interests and demands when it comes to developing a water conservation program. Additionally, the retail sale of water that is used by SLCDPU makes it relatively easier to implement economic incentives. The wholesale distribution method that JVWCD uses gives community interests additional weight in the development of its water conservation programs. This makes it less viable for JVWCD to attempt to lead the community, against its organized interests, by developing an economic approach to water conservation. These variables explain why SLCDPU is able to use economic incentives in its approach to water conservation, and JVWCD relies on education in its water conservation program.
