Show process and considerations during the process. Agency structure, agency mandate, and the historical purposes of the JVWCD affect the length of the process. The decision making ability of Paula Mohadjer, JVWCD's water conservation coordinator, is much more constrained in her ability to develop water conservation programs. JVWCD's development process involves the input of many more individuals and groups with different objectives when it comes to a water conservation program. Mohadjer and three other administrators first create and develop ideas for prospective components to their water conservation program. These ideas then enter the agency's structure by being analyzed and altered by Mohadjer's cost/ benefit analysis, as well as being considered in light of present water conservation programs. Additionally, prospective water conservation programs are also evaluated by a board of JVWCD administrators, as well as a board representing the communities that JWWCD serves. This means that in the process of developing water conservation programs, Mohadjer takes the objectives of these various boards into consideration, as well as what will be most acceptable to the communities JVWCD serves. If a program will not meet the objectives of these boards, it will not be considered or implemented through the JVWCD water conservation program development process. These administrative objectives are further influenced by agency history and mandate. JVWCD's history affects these administrative objectives by setting precedents. JVWCD was created to serve developing communities outside of Salt Lake City proper. JVWCD's mission statement reflects this by specifying development as an important objective ( www. jvwcd. org, 11/ 1/ 03). |
