A Health Maintenance Organization (HMO) is a health care delivery system that provides health care to an enrolled group for fixed monthly rates per person, irrespective of the volume of services provided. HMO penetration is the proportion of people within a population enrolled in HMO's. During 1991, HMO penetration in Utah was 5.5% above that for the nation (Table 80). HMO penetration in Utah had increased 2.8 percentage points over 1990, compared to a 1.2 percentage point increase nationwide. Average monthly family premiums in Utah are slightly higher (1.7%) than U.S. rates, while average monthly premiums for individuals are lower than rates throughout the U.S. The slightly higher rates in Utah for family premiums may be due to the number of larger families present in the state, while the lower individual rates may be due to the different lifestyles prevalent in Utah (including lower incidence of smoking and consumption of alcohol) and the younger population. The Utah Department of Health began a survey in 1986, to be conducted every five years, that includes an assessment of the number of uninsured in Utah. The results of this survey indicate that Utah's uninsured persons dropped from 13.5% in 1986, to 9.5% in 1991. The nation's uninsured also decreased from 14.8% in 1985 to 12.8% in 1988 (Table 81).
