As illustrated in the graph, both Utah and U.S. Blacks have a higher percentage of low birth weight infants than do Whites. The percentage of U.S. black low birth weight babies appears fairly consistent between 1970 and 1988. The rate among Utah Blacks however, seems to fluctuate, probably due to Utah's low number of Blacks (which makes the numbers more vulnerable to random fluctuations). Utah and the U.S. low birth weight percentages for Whites are fairly consistent over time, with the exception of a large increase in 1976 for U.S. Whites.
