Two of his official duties are the approval of appropriations and appointments to fulfill vacancies on the Board of Regents.Governor Clyde toured the Soviet Union last summer with eight other state governors and made firsthand important observations of Russian education. The Governor found their educational system very advanced and efficient, with an overdrawn emphasis on the solid subjects. He recognized this as the system smost obvious weakness, for it produces too many men specially trained for top positions and does not provide an equivalent number of these executive jobs. One day of the month-long tour was spent at the University of Moscow, the world s largest university under one roof. Inside this scholastic skyscraper are magnificent exhibits, portraying the vast natural resources which exist within the Soviet Realm. The Governor s interest in instructional institutions and in our purpose has been demonstrated manifold. He is a qualified and capable head of educational activities in the State of Utah.10 |
