Show Currently, Oregon has one of the most advanced programs in estuary protection; and the national government is moving forcefully to pre vide for coordinated management, planning, and protection of the coastal zone, I am confident that before long, comprehensive studies will be underway covering the entire coastal zone, providing us with understanding of the impact of our actions. We can no longer afford to go pfell-mell in development efforts without regard to the harm we do the ecology of the state. A contributing factor in this problem is that many of our state agencies look at the world only through the lenses of fhgix own responsibility. The Highway Division staff 9 through no fjult of ifle ©wn, has become entrapped in this system. Its statutory obligation is to build roads in straight lines as economically as possible. I • have endeavored to broaden the perspective of state agencies through a series ©f actions ranging from formal reorganization to informal discussions on specific issues. It is now evident to me that further guidance is necessary to insure this prospective. I am, therefore, formalizing by executive order our existing "get tough" protection policy to govern all states agencies in any project or activity that relates to the natural environment of our Oregon ocean shore. IT IS HEREBY ORDERED AND DIRECTED that all state agencies involved in construction ©r construction-related activities on the coast stop planning for or implementing any project that would modify the natural environment of the coast. This order covers sandpits, estuaries, and any other coastal section where the project would exceed simple modification of an existing facility. IT IS FURTHER ORDERED AND DIRECTED that all state agencies with regulatory responsibilities apply their authority in the most stringent possible fashion to insure complete protection of Oregon?s coast, IT IS FURTHER ORDERED AND DIRECTED that the Local Government Relations Division of the Executive Department .and the Department of? Transportation work with cities, counties, and councils of government along the Oregon coast to initiate complete lanjl use plans, specifically including transportation. IT IS FURTHER ORDERED AND DIRECTED that the Highway Division and other appropriate state agencies provide staff and financial support to these local efforts, . IT IS FURTHER ORDERED AND DIRECTED that where local comprehensive _,: plans are developed in a broad coordinated system that state agencies in carrying out their responsibilities comply with the priorities o| these plans.
